Los Angeles and Long Beach ports propose $60 per visit incentive for zero-emission trucks
The Port of Los Angeles and the Port of Long Beach proposed a three-year incentive program offering $60 per terminal visit and up to $36,000 annually for zero-emission trucks, according to a Sept. 15 press release. Comments on the draft proposal are accepted through Nov. 2, with a virtual public hearing scheduled for Sept. 29 from 10 a.m. to noon. The program builds on a 2023 commitment to provide $60 million in vouchers for zero-emission Class 8 drayage trucks at the San Pedro Bay complex.
The incentive pays $60 for each terminal visit made by a qualifying zero-emission truck, capped at $36,000 per vehicle each year. It runs for three years and is intended to offset the higher ownership and operating costs of zero‑emission drayage trucks. Participating trucks must operate at either the Port of Los Angeles or the Port of Long Beach to earn the reward. The measure is part of the ports' Clean Air Action Plan, which targets zero emissions for on‑road drayage trucks by 2035.
“This incentive program is another tool in our decarbonization playbook, helping offset the higher costs of owning and operating zero-emission trucks based on direct feedback from truckers about what they need,” Dr. Noel Hacegaba, CEO of the Port of Long Beach said.
The proposal is part of the ports' shared Clean Air Action Plan, which first launched in 2006 and has been updated twice, aiming for zero emissions from on-road drayage trucks by 2035. It follows a 2023 initiative in which the ports pledged $60 million in vouchers to help acquire zero-emission Class 8 drayage trucks for the San Pedro Bay complex.
